改革高校评估制度

建立有效、合理的高等教育评估系统，是保证我国高等教育质量和可持续发展重要环节，为此我建议:

1、建立评估中介机构，不断提高评估专业化和科学化水平。教

育部专门成立了学位和研究生教育评估所、本科高职教育评估中心，逐步建立政府、高校和社会有机结合的高等教育质量保障体系，通过评估，推动学校转变教育观念，明确办学思想，加强教学建设，深化教学改革，严格教学管理，保障和提高人才培养质量。建立独立运作的中介性评估机构，是国际高等教育的通行做法，它在政府和高校间起缓冲作用；

2、建立分层、多元的评估体系，针对不同地区、不同学校类型建立有针对性的评价、认可机制；

3、制定相应规划、政策、工作重点。中国拥有规模庞大、结构复杂、多元的高等教育体系，要建立国际认可并实现这一质量保证机制的有序转换，必须制定出建立健全这一机制的分步实施规划，根据不同学校群体，确定出不同工作重点;同时，对这一体系的分工，人员素质要求、招聘、培训，评估专家的条件、使用、待遇、评估收费、国家补助、评估结果发布、使用、奖惩等方面制定出明确的政策；

4、研评价体制改革。从以行政评价为主转变为同行评价为主，取消各级行政部门的学术评奖，鼓励各种专业学会开展各种学术评奖。

5、一步加大高校评估制度的透明度，真正的做到公正、公平、公开。总体来说，二十多年来我国关于高等教育管理体制改革的重要政策，多有创新之处，不乏理论意义，但也存在目标偏移、对象模糊、路径不明等弱点。高等教育管理体制改革的核心目标应坚定不移地定位于转变政府管理职能，理顺政府与高校的关系。21世纪对全球教育提出了全方位的挑战。未来人类的发展将比今日更加文明、更加进

步。教育是面向未来的事业。随着21世纪人类社会的继续发展，高等教育在人才培养方面的作用将更加突出。经济、科技的飞速发展和社会的不断进步对于高等教育培养人才的数量、质量也将提出更高的要求。因此，持续、有效地推进我国高等教育体制的改革势在必行、刻不容缓。
